Process description
Payment for a service.
Before submitting the application to the CRPC (Consumer Rights Protection Centre), the tour operator and tourism agent must pay a state fee of 40 euros (until June 30, 2026).
As of July 1, 2026, the state fee for a special permit (license) is 40 euros for a tourism agent and 500 euros for a tour operator. If a natural or legal person operates simultaneously as both a tourism agent and a tour operator, the state fee is payable in the amount of 500 euros.

In order to register a tourism service provider in the Database and for the tourism operator and tourism agent to receive a licence, the person must prepare an application with attached documents. If a person wishes to be excluded from the Database or to cancel the licence issued to it, it is necessary to prepare the application in a free form. If a person wishes to modify the licence, the person must submit a new application accordingly. It is important that the application is signed by the signatory.
The following documents shall be attached to the application:
To a tourist agent:
1. A certified copy of the contract or a statement from the tourism operator regarding the cooperation;
2. If a provider of tourism services (a natural person) or a member of the council or board of directors thereof or a registered member thereof is an alien, a criminal record issued by the institution of the country of residence of the person who maintains the criminal records information in accordance with the laws of the State concerned shall be required. The statement must have been issued not earlier than 6 months prior to the submission of the application to the CRPC. The statement must be accompanied by a certified translation into the official language;
3. Other documents as needed.
To the tourism operator and to the provider of related tourism services:
1. Information on the collateral (insurance policy or credit institution guarantee);
2. If a provider of tourism services (a natural person) or a member of the council or board of directors thereof or a registered member thereof is an alien, a criminal record issued by the institution of the country of residence of the person who maintains the criminal records information in accordance with the laws of the State concerned shall be required. The statement must have been issued not earlier than 6 months prior to the submission of the application to the CRPC. The statement must be accompanied by a certified translation into the official language;

May submit a submission:
• Using e-form Registration and licensing of tourism service providers.
• On portal Latvija.gov.lv, using an activated e-address.
• By e-mail: The person shall send the application by e-mail. A person shall certify the application and the electronic copies of the documents attached thereto with a secure electronic signature and time stamp.
• By post: The person shall send the application by post. If necessary, the application shall be accompanied by a powers attesting to the right of signature.Receiving the service.
The decision to register a tourism service in the Database and to issue, amend, or revoke a license by removing it from the Database can be received by the person through one of the following channels:
• On portal Latvija.gov.lv portal, using an activated e-address;
• To the specified e-mail.
• By letter sent to the registered office or declared address (in the case of a natural person);
• On-site: A license can be obtained in person upon arrival at the CRPC. It will be necessary to prove your identity by presenting an identification document.
In addition, the person in an online database can make sure that registration, exclusion or updating of data has been carried out and that the data provided by the individuals are correctly identified.
