This service enables organisations to become certified as Out-of-Court Dispute Settlement Body (ODS Body) under Article 21 of the Digital Services Act (Regulation (EU) 2022/2065).

ODS Bodies provide a vital mechanism for independent and expert review of content moderation decisions made by online platforms - ranging from social media and marketplaces to accommodation and trading services. These bodies help protect users’ rights, enhance platform accountability, and contribute to safer digital environments across the EU.

The application must be submitted in electronic form via e-address of e-mail to pasts@ptac.gov.lv.

Certification ensures that the applying body:

  1. Is impartial and independent, iincluding financial independence from platform providers and affected users.
  2. Has domain-specific expertise in one or more relevant areas of illegal content or platform governance.
  3. Offers accessible, online-friendly dispute processes.
  4. Can provide efficient, low-cost resolution in at least one of the EU’s official languages.
  5. Applies clear, fair, and transparent procedures in accordance with DSA requirements.

Applications must be submitted electronically and demonstrate compliance with the criteria above. Supporting documents and procedural rules must be attached.

The certificate is issued for 5 years. To receive a new certificate, it is necessary to submit a new application.
