As of 2 July 2026, tourism service providers will be subject to a differentiated annual state fee for a special permit, or licence. This means that the amount of the fee will henceforth depend on the type of tourism services provided by the company and the destinations where these services are offered.
The changes are provided for in the amendments approved by the Cabinet of Ministers on 27 June 2026 to Cabinet Regulation No. 380 of 26 June 2018, “Regulations Regarding the Procedures for Preparing and Providing Package and Linked Travel Arrangements and the Rights and Obligations of Providers of Package and Linked Travel Arrangements and Travellers”.
The annual state fee will henceforth be as follows:
- tourism agents – EUR 40;
- tourism operators providing package travel services only in Latvia, Lithuania and Estonia – EUR 60;
- all other tourism operators – EUR 500.
If, after receiving a licence, a tourism operator changes the travel destinations it offers, the Consumer Rights Protection Centre must be informed accordingly. For example, if a company has previously offered trips only within the Baltic States but plans to offer trips to other European Union countries in the future, it will be required to pay the difference in the state fee. Where necessary, the operator will also be required to increase the amount of its security.
At the same time, it should be noted that, in accordance with the amendments to Regulation No. 380 which entered into force on 27 February 2026, the annual state fee for the licence for the following year must be paid by 30 November of the current year.
The purpose of the changes is to support tourism operators specialising in domestic and Baltic regional tourism. The differentiated fee will help reduce costs for service providers that organise trips only within the three Baltic States and will encourage the development of new travel offers in Latvia, Lithuania and Estonia.
