The Consumer Rights Protection Centre (CRPC) reminds travellers who have not received a refund for a trip organised by SIA “DIGITOURS” that was cancelled or only partially completed that applications for reimbursement must be submitted to the CRPC by 12 September 2026 (inclusive).
The CRPC has previously informed the public that the tour operator SIA “DIGITOURS” has encountered liquidity problems, as a result of which the company is unable to fully or partially fulfil its obligations and provide package travel services.
Travellers are invited to apply if:
- their planned trip did not take place and they have not received a refund;
- their trip was interrupted and they have not received a refund for the part of the service that was not provided.
This invitation also applies to consumers who, prior to the publication of this notice, had already submitted an application to the CRPC requesting assistance in resolving a dispute with the service provider.
The CRPC explains that the right to a full or partial refund of the amount paid applies only to travellers who have concluded a package travel contract and whose travel service was not provided or was interrupted due to the tour operator’s liquidity problems. The insolvency protection does not cover claims for non-material damage, service quality deficiencies, insurance costs, additional expenses, or other similar claims.
To receive a refund, the application must include:
- the applicant’s first name and surname;
- the traveller’s first name and surname;
- the bank account number of the person who made the payment for the trip;
- the name and registration number of the tour operator;
- the amount paid to SIA “DIGITOURS”.
The following documents must be attached to the application:
- a copy of the package travel contract;
- documents confirming payment.
The application must be completed using the CRPC application form in MS Word format and submitted, together with the required supporting documents, to the CRPC by one of the following methods:
- electronically via the portal Latvija.lv;
- by sending it with a secure electronic signature to pasts@ptac.gov.lv;
- by post to the CRPC at Talejas iela 1, Riga, LV-1026, Latvia.
- The CRPC will calculate the refundable amount proportionally, taking into account the extent of the cancelled or interrupted travel service, the number of travellers who submit applications by 12 September 2026, the amount paid, and the amount of the financial security available.
- In accordance with the procedures established by applicable legislation, the CRPC will assess travellers’ applications and adopt decisions regarding refunds by 12 December 2026. The CRPC will notify each applicant of its decision by sending a notice to the email address provided in the application.
- The CRPC further informs travellers that, according to the Insolvency Register, insolvency proceedings have been initiated against SIA “DIGITOURS”, and insolvency administrator Normunds Sinkēvičs has been appointed. The deadline for submitting creditors’ claims is 10 September 2026.
