As the popularity of micromobility vehicle rentals (electric scooters and bicycles) continues to grow, so does the risk of accidents. For this reason, in 2025 the Consumer Rights Protection Centre (PTAC, CRPC) carried out inspections to assess whether rental services are being provided in a safe and responsible manner.

During its supervisory activities, the CRPC paid particular attention to whether service providers verify users’ age and identity. As a result, the three most popular rental companies — SIA “RIDE”, Bolt Operations OÜ, and SIA “Eterna Elect” (SKOK) — already ensure that their services are not available to minors and that user verification is carried out prior to each ride.

Before you ride – think about safety

The CRPC urges everyone to assess whether a ride will be safe before renting an electric scooter or bicycle:

  • whether the user meets the minimum age requirement;

  • whether the user has sufficient riding skills;

  • whether alcohol or other intoxicating substances have been consumed;

  • whether weather conditions are suitable for riding.

It is important to remember that the rider of a scooter or bicycle is a road traffic participant, and traffic regulations must be observed on sidewalks, cycle paths, and roadways alike.

Stricter requirements from 2026

In 2025, the Saeima adopted amendments to the Road Traffic Law, which will enter into force on 1 April 2026. In order for shared vehicles to be used in road traffic, rental service providers will be required, prior to each ride, to:

  • verify the user’s age;

  • ensure the user has the right to operate the specific vehicle;

  • assess the user’s reaction capacity, in order to prevent riding under the influence of intoxicating substances.

The CRPC emphasizes that the aim is not to restrict mobility, but to make it safer for riders themselves and for other road users.
