To ensure greater transparency in the tourism market and strengthen traveller protection, amendments to Cabinet Regulation No. 380 on the preparation and provision of package travel and linked travel services were adopted on 24 February 2026. The changes clarify the obligations of tour operators, travel agents and providers of linked travel services, while safeguarding travellers’ interests.

The aim of the amendments is to establish a balanced regulatory framework—promoting fair competition within the sector, as well as greater security and transparency for travellers.

What Is Changing for Tourism Service Providers?

State Fee

  • Payment for the following year must now be made by 30 November.
  • A state fee of EUR 500 is set for tour operators (for 2027 – payable by 30 November 2026).
  • The state fee for travel agents remains EUR 40.

Information Obligations

To improve market transparency, information requirements are being strengthened.

Tour operators are required to:

  • indicate all cooperation partners – travel agents;
  • inform CRPC within 10 working days about new websites or new cooperation partners.

These requirements must be fulfilled by 30 June 2026 and will enter into force on 1 July 2026.

Tour operators and travel agents:

  • must publish their licence or a copy thereof at points of sale and on their websites
    (effective from 27 February 2026).

Providers of linked travel services:

  • must publish the CRPC registration decision number at points of sale and on their websites
    (effective from 27 February 2026).

This means that consumers will find it much easier to verify with whom they are entering into a contract and whether the service provider is operating lawfully.

(!) All tourism service providers must ensure that information about their physical and online points of sale is publicly available (effective from 1 July 2026).

Submission of Reports

From 27 February 2026:

  • travel agents are no longer required to submit quarterly reports;
  • tour operators and providers of linked travel services remain obliged to:
    • submit quarterly information on the total amount of advance payments received from travellers;
    • submit annual data on the number of travellers served and turnover by 31 January of the following year.

What Does This Mean for Travellers?

  • Tour operators and travel agents will provide greater clarity regarding purchased travel services.
  • From 1 July 2026, all tourism service providers will be required to disclose all sales points (both physical and online) and cooperation partners.

The adopted amendments promote responsible business practices and fair competition in the tourism sector. Clearer rules mean fewer uncertainties in the market, while travellers benefit from greater security and confidence when planning and purchasing trips.
