The Consumer Rights Protection Centre (CRPC) management confirms that it has received a letter from the Mayor of Riga and has already initiated a preliminary investigation. The CRPC emphasizes that consumer safety is a top priority, especially in cases involving children.

Following the tragic deaths of two teenagers, the CRPC has launched an inspection into the safety of the services provided by the company involved.
According to the Law on the Safety of Goods and Services, the CRPC considers that the company’s rental service cannot currently be permitted. Therefore, the provision of this service has been suspended pending a further decision by the CRPC.
The company has been instructed to submit, by 12:00 on 3 October 2025, evidence confirming that the provision of the service has been discontinued.

Preliminarily, one of the most significant risks identified is the accessibility of the service to minors, for whom it is not intended, and the company’s failure to ensure proper age verification.

CRPC Director Zaiga Liepiņa stated:

“We believe the service must be suspended immediately to prevent minors’ access and to avoid similar incidents from recurring.”

The CRPC calls on all consumers, especially young people and their parents, to use shared mobility vehicles responsibly, in compliance with the service providers’ rules and applicable laws.

The CRPC reminds the public that the use of electric scooters and other micromobility tools without proper preparation and age verification can pose serious risks both to the users themselves and to others.

To enhance safety, the CRPC recommends:

  • Always wear a helmet and other protective gear.

  • Follow traffic regulations, including speed limits and designated driving directions.

  • Do not carry passengers unless permitted.

  • Ensure age eligibility when registering for the service.

The CRPC stresses that safety begins with every consumer’s choices and actions.

The CRPC also urges other service providers to ensure that effective age verification mechanisms are in place to prevent minors from accessing these vehicles.
